International Strategic Planning Consultant for DFCA (South Sudan)

About the role

The International Strategic Planning Consultant will provide technical leadership to develop a comprehensive, costed Strategic Plan (2027–2031) for the Drug and Food Control Authority (DFCA) in South Sudan. The plan must align with WHO Global Benchmarking Tool standards, national health policies, and international best practices.

Key responsibilities

• Lead a comprehensive institutional assessment and WHO GBT gap analysis.
• Conduct desk reviews of policies, legal frameworks, and regulatory systems.
• Map stakeholders and facilitate high‑level consultations.
• Develop DFCA’s strategic direction, including vision, mission, and core values.
• Design strategic pillars covering regulatory systems, pharmacovigilance, laboratory strengthening, and quality assurance.
• Draft the Strategic Plan in line with national and international frameworks.
• Facilitate validation workshops and technical discussions.
• Create a Monitoring & Evaluation framework with measurable KPIs.
• Prepare a costed implementation plan and resource‑mobilisation strategy.
• Finalize and present the Strategic Plan to DFCA leadership and partners.

Required profile

• Advanced degree in Public Health, Pharmacy, Health Policy or a related field.
• Minimum 10 years of experience in pharmaceutical regulation or health‑systems strengthening.
• Proven experience with WHO GBT and strategic planning.
• Experience working in fragile or low‑resource settings.
• Strong analytical and report‑writing skills.
