Senior Health Technical Lead – Health & Nutrition Project

About the role

The International Rescue Committee is recruiting a Senior Health Technical Lead to steer a World Bank‑funded health and nutrition project in Sudan. The role will provide technical leadership across primary health care, hospital services, nutrition, disease surveillance, health information systems and WASH/IPC improvements, ensuring alignment with national strategies and World Bank requirements.

Key responsibilities

• Lead facility readiness assessments, IPC protocol implementation and climate‑resilient WASH upgrades across 420 PHCs and 10 hospitals.
• Oversee nutrition programming (CMAM/IYCF), evidence generation and health workforce strengthening.
• Provide technical guidance on DHIS2, EWARS, HMIS, disease surveillance, outbreak preparedness and digital health solutions.
• Coordinate with consortium partners, WHO, UNICEF and Sudanese Ministry of Health structures, representing the IRC in health, nutrition and WASH clusters.
• Ensure compliance with World Bank Operational Policy 7.30, procurement regulations and environmental and social safeguards.
• Support transition from SHARE I to SHARE II sites, maintaining service continuity, staffing, commodities and data systems.

Required profile

• Medical degree (MD/MBBS) or advanced public health degree.
• 10–15 years progressive experience in health systems strengthening, primary health care and hospital service delivery, preferably in Sudan or similar fragile contexts.
• Experience managing large World Bank‑financed health and nutrition projects and working with health‑sector coordination mechanisms.
• Fluency in English; Arabic strongly preferred.
• Willingness and ability to travel to hard‑to‑reach, insecure locations across Sudan.
