PAC Guideline, Training Package & Service Register Development Consultant – Sudan

About the role
The consultant will lead the design and production of a Post‑Abortion Care (PAC) Guideline, a comprehensive training package, and a service register for Sudan. This short‑term assignment supports the Federal Ministry of Health and partners in strengthening PAC services amid ongoing humanitarian challenges.
Key responsibilities
- Review existing PAC policies, guidelines and training materials at national and international levels.
- Align the new PAC Guideline with WHO 2023 recommendations and other relevant standards.
- Develop a competency‑based training curriculum, facilitator guide, participant manual and related training materials.
- Create a supportive supervision checklist, competency assessment tools, and a standardized PAC Service Register compatible with the national HMIS.
- Prepare an inception report and facilitate a technical validation workshop with key stakeholders.
Required profile
- Advanced degree in Medicine, Nursing, Midwifery, Public Health, Reproductive Health or a related field.
- Minimum 10 years of experience in sexual and reproductive health, preferably with experience in guideline development, curriculum design, and health‑system strengthening.
- Demonstrated experience working in humanitarian or low‑resource settings.
