Head of Business Development

About the role

The Head of Business Development will lead Plan International Sudan’s Business Development Unit, driving fundraising, proposal development and donor engagement to expand the organisation’s funding portfolio in line with strategic plans. This senior leadership position requires strategic thinking, strong judgement and the ability to navigate a fast‑paced humanitarian environment.

Key responsibilities

• Develop and implement a resource mobilisation strategy to diversify and increase funding.
• Build and manage relationships with institutional donors, UN agencies, national offices and partners.
• Identify funding opportunities and lead the preparation of high‑quality proposals and concept notes.
• Oversee the proposal pipeline, funding trackers and reporting calendars.
• Coordinate closely with programme, finance and support teams to ensure alignment.
• Lead consortium bids and facilitate meaningful partner engagement.
• Ensure compliance with donor requirements, internal policies and cost‑recovery mechanisms.
• Capture learning to improve proposal quality and success rates.
• Integrate gender equality and humanitarian standards into all submissions.
• Manage and develop a team of grants and business development specialists.
• Contribute to Country Management Team leadership and overall programme performance.

Required profile

• Proven track record of securing grants and developing successful donor proposals.
• Significant experience in resource mobilisation within humanitarian or development settings, especially in emergencies.
• Strong knowledge of donor requirements, consortium bids and project cycle management.
• Master’s degree in a relevant field or equivalent extensive experience.
• Excellent coordination, communication and stakeholder management skills.
• Fluent English (written and spoken); Arabic highly desirable.
• Experience working in the region is a plus.
