Group Cash Transfer (Cash & Markets) Manager - Sudan

About the role

The Norwegian Refugee Council (NRC) is seeking a Group Cash Transfer (GCT) Manager to oversee all aspects of its group cash transfer programmes within the Cash & Markets thematic team in Al Geneina, Darfur. The manager designs, implements and monitors group cash transfer initiatives together with Core Competency Specialists and local partners such as Emergency Response Rooms, CBOs, NGOs and community groups.

Key responsibilities

• Design and plan group cash transfer programmes, including assessments of target communities, implementation plans, timelines and budgets
• Build partnerships with local Emergency Response Rooms, NGOs, CBOs and government agencies, and guide partners technically
• Oversee implementation, including fund transfers, beneficiary registration, cash distribution and monitoring, and coordinate with the M&E unit on capacity building for local responders
• Manage programme budgets, forecast accurately, track expenditure and monitor cash flows in line with risk and compliance standards and donor requirements
• Train staff, partners and community members on cash transfer methods and financial management, and run awareness campaigns
• Develop monitoring and evaluation plans, collect and analyse data, and share lessons learned
• Supervise and coach project staff, plan allocations across the country office and area offices in Darfur and Kordofan, and hold regular team meetings

Required profile

• Bachelor's degree in international development, humanitarian assistance, social sciences or a related field (master's preferred)
• At least 3 years of experience in humanitarian or development work, including managing, coordinating and implementing projects with a cash and voucher component
• Proven project management experience covering design, planning, implementation and monitoring
• Fluency in Arabic and English (written and spoken)
• Ability to work independently under pressure with minimal guidance; open to national candidates with the right to work in Sudan (no visa sponsorship)

Required skills

• Strong financial management, including budgeting, financial analysis and compliance
• Knowledge of humanitarian principles and cash transfer programming best practices
• Excellent communication, negotiation and stakeholder management skills

• 12-month contract, renewable based on funding and performance
• Grade 8 salary on NRC's national scale
