Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator

About the role

Trócaire is seeking a Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator to lead the design, implementation and continuous improvement of the MEAL system for its Sudan Country Programme. The role will ensure high-quality evidence is collected, analysed and used to enhance programme impact and accountability.

Key responsibilities

• Design, implement and continuously improve the country‑programme MEAL framework, tools and guidance.
• Support the development and quality‑assurance of project logframes, MEAL plans, indicator frameworks and IPTTs.
• Establish and maintain data collection, management and reporting tools, including Kobo Toolbox and other information‑management systems.
• Align monitoring systems with organisational policies, donor requirements and sector standards such as SPHERE, GBViE and CHS.
• Coordinate baseline surveys, formative and operational research, and produce MEAL reports.
• Provide technical and programme support to partners operating in complex, access‑constrained environments.
• Facilitate community feedback mechanisms and ensure accountability processes are embedded in project activities.

Required profile

• Proven experience in monitoring, evaluation, accountability and learning within humanitarian or development programmes.
• Ability to work effectively in complex, access‑constrained settings and support partner organisations.
• Strong analytical mindset with experience in designing and managing MEAL systems.
• Excellent coordination and communication skills to work with programme teams and external partners.

Required skills

• Kobo Toolbox or similar digital data‑collection platforms.
• Indicator Tracking Table (IPTT) development and management.
• Knowledge of sector standards such as SPHERE, GBViE and CHS.
• Baseline survey design and operational research methods.
• Data analysis and reporting for MEAL purposes.
