Social Policy Officer (Financial Inclusion & Livelihoods)

About the role

UNICEF’s Social Policy Section is looking for a Social Policy Officer to strengthen the financial inclusion and livelihoods components of social protection programmes in Sudan. The officer will work closely with government counterparts, financial service providers and UNICEF internal teams to ensure cash transfer programmes are gender‑responsive, safe and linked to sustainable income‑generation opportunities.

Key responsibilities

• Support the design and implementation of financial inclusion and livelihood components within cash transfer and social protection programmes.
• Promote safe, inclusive and gender‑responsive access to financial services for women, children and adolescents.
• Identify and link beneficiaries to appropriate livelihood and income‑generation opportunities.
• Provide technical guidance to government and partner systems to sustain impacts beyond cash assistance.
• Coordinate with internal UNICEF sections (Programme, CIU, Supply, Finance, Child Protection, SBC, Health, Nutrition) for coherent delivery.
• Monitor, evaluate and report on the effectiveness of financial inclusion and livelihood interventions.

Required profile

• University degree in economics, social policy, finance, development studies or a related field.
• Relevant experience in social protection, financial inclusion or livelihoods programmes, preferably in fragile or humanitarian contexts.
• Knowledge of gender‑responsive approaches and child‑sensitive social protection.
• Proven ability to work with government agencies, financial service providers and development partners.
• Strong analytical, reporting and communication skills.
