Finance Officer – Cash-Based Assistance (P-2), Temporary, 6 months

About the role

The Cash-Based Assistance (CBA) Finance Officer will support the financial management of cash‑based programmes in the UNICEF Country Office, ensuring accurate budgeting, forecasting and timely disbursements. This is a six‑month fixed‑term position based in Juba.

Key responsibilities

• Manage budgeting, forecasting and expenditure monitoring for CBA programmes.
• Oversee financial aspects of Financial Service Providers (FSPs), including contract management, performance monitoring and payment reconciliation.
• Validate and reconcile FSP cash distribution reports using HOPE and VISION (eZHACT 1.0) systems.
• Process FSP invoices and ensure all supporting documentation complies with UNICEF SOPs and global procedures.
• Support internal audit of CBA programmes, including the Health Transformative Sector Project incentive payments.
• Assist in financial planning, budgeting and replenishment of accounts for cash‑based assistance.

Required profile

• Bachelor’s degree or equivalent in Accounting, Economics, Finance or a related field.

Required skills

• Proficiency with HOPE financial system.
• Experience using VISION (eZHACT 1.0) for financial reconciliation.
