Finance and Budget Officer – Chief of Unit

About the role

The United Nations Interim Security Force for Abyei (UNISFA) is seeking a Finance and Budget Officer to lead its Finance and Budget Unit. Based in Abyei, the incumbent will oversee budgeting, financial reporting, and the management of both regular and extra‑budgetary resources, ensuring compliance with UN legislative requirements.

Key responsibilities

• Develop and coordinate the mission’s annual budget, including cost estimates, staff and non‑staff requirements, and results‑based budgeting inputs.
• Prepare, review and finalise budget performance reports, monitor variances between approved budgets and actual expenditures, and provide timely information for management decisions.
• Prepare inputs for UN legislative processes, liaising with the FBFP, Controller’s Office, ACABQ and the Fifth Committee of the General Assembly.
• Administer mission allotments, advise on redeployment or reallocation of funds, and ensure compliance with updated allotment policies.
• Monitor budget utilisation, support programme managers on implementation, and recommend corrective actions.
• Oversee extra‑budgetary resources, reviewing agreements and cost plans for regulatory compliance.
• Plan and supervise the closing of monthly and year‑end accounts, including bank reconciliations, receivables, payables and real‑estate asset entries.
• Supervise payment processing for goods and services, ensuring proper documentation and adherence to procedures.

Required profile

• Proven experience in developing and managing large‑scale budgets within an international or UN context.
• Strong knowledge of UN financial regulations, legislative processes and reporting requirements.
• Ability to analyse financial data, identify variances and provide actionable recommendations.
• Experience in administering both regular and extra‑budgetary resources.
• Excellent coordination skills for working with programme managers, controllers and external committees.
