Liaison Officer

About the role

The Liaison Officer supports the delegation by providing security risk assessments, ensuring timely diffusion of security information, and upholding the ICRC’s Duty of Care obligations. This position works closely with the Security & Safety Officer, Field Coordinator, and senior management to protect staff, operations, and the organization’s reputation.

Key responsibilities

• Collect and record security‑related data, incidents, threats, and trends daily in the Safe Lens database with accuracy and discretion.
• Produce a monthly security analysis report and ad‑hoc risk updates when major developments occur or when directed by the FSCM CO.
• Distribute security alerts, advisories, and situation updates to staff promptly.
• Organise comprehensive security briefings for all new staff members.
• Develop and maintain a network of interlocutors within the security community (government, NGOs, iNGOs, humanitarian sector) and keep an up‑to‑date contact list.
• Advise management on compliance with security rules and support any judicial investigations related to security incidents.
• Assist the FSCM CO in assessing the safety of residences, hotels, training venues, and travel routes.
• Oversee security service contracts with transparency and accountability.

Required profile

• Proven experience in security risk assessment and information management within a humanitarian or conflict‑affected environment.
• Ability to analyse security trends and provide clear, actionable advice to senior management.
• Strong communication skills for briefing staff and liaising with external security partners.
• High level of discretion and ability to handle sensitive information.

Required skills

• Proficiency with the Safe Lens security database.
