Technical Advisor II, Program Quality

About the role

The Technical Advisor II, Program Quality supports Catholic Relief Services’ (CRS) Sudan Country Program by ensuring high‑quality humanitarian programming. Working closely with country leadership and project managers, the advisor provides technical guidance on program design, donor engagement, and resource mobilization.

Key responsibilities

• Advance implementation of the country strategy and resource‑mobilization plans, updating them as needs evolve.
• Monitor contextual changes, multi‑sectoral assessments, and coordination mechanisms; share insights with program teams.
• Identify communication and engagement opportunities to position CRS as a thought leader.
• Lead early positioning and capture work for new and emerging donors, aligning proposals with donor priorities.
• Coordinate technical design inputs for large or complex proposals and support proposal development.
• Provide technical support for strategic planning, program design, gender, protection, and disaster risk reduction integration.
• Bridge resource mobilization, MEAL, and communications functions to capture and disseminate CRS work.
• Translate evaluation findings and MEL data into external‑facing products and strengthen feedback loops.
• Develop and deliver training, mentorship, and capacity‑strengthening initiatives for country staff.

Required profile

• Proven experience in program quality, grants management, and resource mobilization within humanitarian or development contexts.
• Strong understanding of donor guidelines, multi‑sectoral needs assessments, and in‑country coordination mechanisms.
• Demonstrated ability to lead proposal design and support strategic positioning.
• Excellent communication skills for preparing technical briefs, capacity statements, and external products.
• Experience in capacity building, training design, and knowledge management.
