People and Culture Director

About the role

The International Rescue Committee is seeking a Deputy Director, People & Culture (P&C) to lead the HR function for its Sudan operation. Reporting to the Country Director and sitting on the Senior Management Team, you will ensure the right talent, structures and culture are in place to deliver high‑quality humanitarian programming.

Key responsibilities

• Advise the Country Director and senior management on workforce planning, succession, leadership transitions and organisational design.
• Lead the People & Culture team, ensuring delivery of high‑quality HR services aligned with IRC global standards.
• Ensure P&C policies and systems comply with GEDI, Safeguarding and Duty of Care commitments.
• Partner with the Regional P&C Director to embed inclusive, safe and high‑performing people practices across all program levels.
• Support staff wellbeing initiatives and foster a positive organisational culture.

Required profile

• Senior‑level experience leading HR functions in complex humanitarian or NGO settings.
• Proven ability to act as a strategic advisor to senior leadership.
• Strong knowledge of GEDI, Safeguarding and Duty of Care frameworks.
• Excellent communication and stakeholder management skills.
