Monitoring & Evaluation Program Manager (Khartoum)

About the role

The Monitoring & Evaluation (M&E) Program Manager will lead the design, implementation and reporting of the Sudan Emergency Assistance and Recovery Programme (SEARP) across urban and rural areas. The role ensures that program activities are tracked against donor requirements and that community participation is integrated throughout the monitoring process.

Key responsibilities

• Develop, review and implement comprehensive M&E plans in collaboration with sector managers and field officers.
• Conduct regular field visits to verify timely data collection, analysis and reporting from service delivery points.
• Coordinate closely with community‑based structures to ensure participatory monitoring and sustainability of interventions.
• Track program indicators, assess outcomes and impacts, and produce regular analytical reports for donors and senior management.
• Document lessons learned, provide actionable recommendations and support continuous improvement of program quality.
• Oversee baseline surveys and ensure accurate start‑up data for new activities.
• Maintain proactive communication with supervisors regarding emerging challenges and project needs.

Required profile

• Proven experience in monitoring and evaluation within humanitarian or development programmes.
• Strong understanding of donor reporting requirements and regulatory frameworks.
• Ability to work effectively in both urban and rural contexts and engage community stakeholders.
• Excellent analytical skills with a focus on data‑driven decision making.
• Demonstrated commitment to transparency, accountability and program quality.
