Monitoring, Evaluation & Learning (MEL) Manager – SMART Programme

About the role

Mercy Corps Sudan is looking for a Monitoring, Evaluation & Learning (MEL) Manager to lead the MEL function for the EU‑funded SMART programme. The role will strengthen MEL systems, ensure high‑quality data collection, analysis and reporting, and support adaptive management in a volatile context.

Key responsibilities

• Lead a rapid review of existing MEL tools, processes and performance against programme requirements.
• Update and align MEL frameworks, indicators, data collection tools and reporting templates with Mercy Corps and donor standards.
• Provide technical guidance and capacity‑building to the MEL team and programme staff.
• Oversee data quality assurance, analysis and synthesis for internal and external reporting.
• Facilitate learning activities, knowledge sharing and evidence‑based decision‑making.
• Ensure compliance with accountability and reporting obligations to the European Union and other stakeholders.

Required profile

• Proven experience managing MEL functions in humanitarian or development programmes.
• Strong understanding of monitoring, evaluation, learning and adaptive management methodologies.
• Experience working in conflict‑affected or fragile settings, preferably in Sudan or similar contexts.
• Excellent analytical, reporting and communication skills.
• Ability to work collaboratively with multi‑partner teams and donors.

Required skills

• Knowledge of MEL frameworks, indicator development and data quality assurance.
• Experience with quantitative and qualitative data collection and analysis.
• Familiarity with donor reporting requirements, especially EU‑funded programmes.
