About the role
The International Rescue Committee is seeking an Environmental, Social & GBV Specialist for a World Bank‑funded health project in Sudan. The role will support the restoration of essential health and nutrition services while ensuring full compliance with the World Bank’s Environmental and Social Framework (ESF) and related safeguards.
Key responsibilities
- Lead implementation of the Environmental and Social Management Framework (ESMF), Environmental and Social Commitment Plan (ESCP), and related safeguards for all project activities, including minor civil works, medical waste management, and laboratory upgrades.
- Manage the SEA/SH Prevention and Response Action Plan, conduct staff training, oversee codes of conduct, operate GBV grievance mechanisms, and coordinate survivor‑centred referral pathways.
- Maintain the project‑level Grievance Redress Mechanism for workers and communities and submit regular GRM reports to the World Bank.
- Oversee Labour Management Procedures compliance, monitor occupational health and safety, prevent child labour, and ensure gender‑inclusive hiring for direct and contracted staff.
- Lead the implementation of the Healthcare Waste Management Plan at supported facilities and coordinate stakeholder engagement and community consultations as outlined in the Stakeholder Engagement Plan.
- Prepare periodic environmental and social monitoring reports for the World Bank and respond to findings from third‑party monitoring.
Required profile
- Degree in social sciences, gender studies, environmental sciences, public health, law or related field (Master’s preferred).
- Minimum 7 years experience in environmental & social and GBV programming in international development, with at least 4 years on World Bank‑financed projects.
- Demonstrated expertise in the World Bank ESF, including ESS2 (Labour), ESS3 (Pollution), ESS4 (Community Health & Safety) and ESS10 (Stakeholder Engagement).
- Specialised training in GBV/SEA/SH prevention, survivor‑centred approaches and safe referral mechanisms.
- Experience with healthcare waste management plans and IPC/OHS protocols in health‑facility settings.
- Fluency in English (required) and Arabic (preferred). Position contingent on bid outcome.
