Environmental, Social & GBV Specialist

About the role

The International Rescue Committee is seeking an Environmental, Social & GBV Specialist to support a World Bank‑funded health project in Sudan. The role ensures full compliance with the World Bank’s Environmental and Social Framework and leads the GBV safeguard component in a fragile, conflict‑affected context.

Key responsibilities

• Implement and monitor the Environmental and Social Management Framework, Environmental and Social Commitment Plan, and related safeguards for all project activities.
• Lead the SEA/SH Prevention and Response Action Plan, including staff training, code of conduct enforcement, and operation of GBV grievance mechanisms.
• Oversee Labour Management Procedures, ensuring safe working conditions, occupational health and safety, child‑labour prevention, and gender‑inclusive hiring.
• Manage healthcare waste management plans and IPC/OHS protocols at supported health facilities.
• Coordinate stakeholder engagement and community consultations as outlined in the Stakeholder Engagement Plan.
• Prepare periodic E&S monitoring reports for the World Bank and respond to third‑party monitoring findings.

Required profile

• Master’s degree (or equivalent) in social sciences, gender studies, environmental sciences, public health, law or related field.
• Minimum 7 years of experience in E&S/GBV programming in international development, with at least 4 years on World Bank‑financed projects.
• Demonstrated expertise in World Bank ESF, specifically ESS2, ESS3, ESS4 and ESS10.
• Specialised training in GBV/SEA/SH prevention, survivor‑centred approaches and safe referral mechanisms.
• Fluency in English (required) and Arabic (preferred).
