Digital Education Strategy Consultant (Nationals only)

About the role

UNICEF is seeking a qualified national consultant to lead the development of a digital education strategy for Sudan covering the period 2027‑2032. The consultant will work from the Khartoum office, travel for stakeholder meetings, and deliver a comprehensive implementation roadmap aligned with national priorities and international standards.

Key responsibilities

• Review and analyse existing national education policies, strategies and digital initiatives in Sudan.
• Identify global, regional and comparable country best practices in digital education.
• Conduct inclusive consultations with key stakeholders at all levels.
• Develop a strategic framework and detailed implementation roadmap for digital education (2027‑2032).
• Ensure alignment with national priorities and international standards.
• Build consensus among stakeholders and facilitate ownership of the strategy.

Required profile

• Advanced degree (Master’s or higher) in Education, ICT in Education, Public Policy or a related field.
• Minimum five years of professional experience in strategy generation, coordination and development of monitoring frameworks.
• Proven experience leading multi‑stakeholder consultations and developing national or large‑scale education strategies.
• Fluency in English and Arabic; additional UN language or local language is an asset.
• Experience with UNICEF or similar development organisations is an advantage.
