Capacity Sharing and Localization Manager, Sudan

About the role

Prosper Global's Sudan crisis response works with vulnerable Sudanese and other conflict-affected people, and Collective Sudan (CCS) is a nexus consortium of 19 organizations delivering a harmonized cash-plus approach. The Capacity Sharing Manager provides strategic and technical leadership for capacity strengthening across the consortium, with a strong emphasis on localization and partner-led programming. The role combines strategic oversight with hands-on support, and reports directly to the CCS Deputy Chief of Party.

Key responsibilities

• Coordinate with the CCS Secretariat and national and international partner teams on planning and monitoring of CVA activities.
• Provide technical support and guidance for quality CVA implementation, and develop and share harmonized tools, guidelines and best practices.
• Ensure CVA implementation meets sector best practice and quality standards, and balance humanitarian imperatives.
• Facilitate peer-to-peer learning, collaborate with MEL teams on indicators and methodologies, and document lessons learned and case studies.
• Work with the Capacity Building and Localization Coordinator to strengthen national NGOs' capacity in the nascent CVA space, including periodic Cash Capacity Assessments and tailored training, mentoring and on-the-job accompaniment.
• Review and advise on adaptations to CVA programming, and support a consortium-wide CVA strategy with cash experts.
• Explore pilots of alternative or digital financial solutions such as NFC cards, mobile money, cryptocurrency and vouchers, and advise partners on financial service providers.
• Ensure partner CVA activities comply with donor and grant rules, including strengthening partner reconciliation and financial procedures.
• Support the Protection Manager and DCOP in scaling referrals to complementary services and to access MPCA, and assist the Cash Working Group and its subgroups.
• Integrate safeguarding into the work, respect the dignity of participants, and encourage reporting of concerns through integrity mechanisms.
