Monitoring, Evaluation, Accountability, and Learning Specialist

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist will support FAO Sudan in strengthening the evidence base for its programmes. Working under the FAO Representative, the specialist will design and manage a comprehensive MEAL system that informs decision‑making and enhances accountability.

Key responsibilities

• Develop and maintain a results‑based MEAL framework covering all FAO Sudan projects.
• Lead project evaluations, including baseline and end‑line surveys, mid‑term reviews and final evaluations; draft TORs, select consultants, and disseminate findings.
• Design baseline surveys to set benchmark values for logical‑framework indicators and assist teams in work‑plan development.
• Establish and operate grievance mechanisms, including a call‑centre and standard operating procedures.
• Support programme formulation by drafting MEAL sections, defining beneficiary criteria, and integrating MEAL costs into budgets.
• Provide capacity‑building workshops for FAO staff and implementing partners on MEAL tools and quality‑assurance processes.
• Develop data‑collection, analysis and reporting tools; ensure timely provision of MEAL data to programme and communication units.
• Oversee daily MEAL activities, assign responsibilities, and support national M&E staff.
• Set up beneficiary accountability and registration protocols.

Required profile

• Proven experience in monitoring, evaluation, accountability and learning within development or agricultural programmes.
• Ability to work in a multi‑disciplinary team and coordinate with national and international stakeholders.
• Strong analytical skills and experience designing surveys and evaluation tools.
• Experience delivering capacity‑building and facilitating knowledge sharing.
