Humanitarian Access and Safety Officer (Nationals Only)

About the role

NRC Sudan is looking for a Humanitarian Access and Safety Officer (nationals only) in Khartoum. The role supports the implementation of the NRC Global Humanitarian Access and Safety (HAS) Management System at country level, contributes to a safe and principled humanitarian response, and supervises HAS assistants in the area and field offices.

Key responsibilities

• Support the country-level HAS Management System, prepare reports and carry out in-country elements of the HAS Operational Plan
• Develop area and field-level HAS documents, including contingency plans, access strategies and SOPs
• Supervise and mentor HAS assistants, and help recruit, induct and build the capacity of these roles
• Brief area management on security developments, NRC exposure, access challenges and emerging threats
• Assist the HAS Manager/Coordinator with Security Risk Assessments and access assessments, including rapid assessments for new locations
• Run drills and train staff on access, safety and security; coordinate with UN agencies, NGOs and local authorities on security information
• Prepare and run HAS inductions, briefings and debriefings, and keep HAS documents up to date (Safe Mission Planning, SOPs, HRE, MEDEVAC)
• Carry out site assessments for new rental premises and follow up on safety measures
• Monitor vehicle and staff movements, check vehicle safety equipment, and approve travel requests
• Maintain the area personnel communication tree, test its activation, and arrange HEIST, Field First Aid and fire safety training
• Manage HAS incidents, support staff hibernation or relocation, promote safeguarding principles and informed consent, and represent NRC in security coordination groups and the Humanitarian Access Working Group
• Contribute to project proposals, audits and Project Cycle Management, and work with local partners on security risk management

Required profile

• Minimum two years of relevant experience in humanitarian or development operations
• Foundational understanding of humanitarian principles, NGO safety and risk management, and humanitarian access
• Previous experience in complex contexts
• Experience liaising with communities, authorities and NGOs
• Proficiency in English and Arabic, written and spoken

Required skills

• Proficiency in MS Office, including Word and Excel
• Ability to handle insecure environments, analyse situations, communicate with impact and respect, and deliver results
