Cash and Markets Programme Development Manager

About the role

The Cash & Markets Programme Development Manager will lead the design, development and implementation of market‑based programmes, including cash and voucher assistance, for NRC Sudan. The role supports institutionalising market‑based approaches across all core competencies and integrated programming.

Key responsibilities

• Develop and institutionalise market‑based approach strategies, guidelines, SOPs, training materials and results frameworks.
• Manage funding proposals, project budgets, donor reporting and overall project staff.
• Coordinate large‑scale multipurpose cash and e‑cash programmes, market analysis and monitoring systems.
• Liaise with local authorities, financial service providers, mobile network operators and private sector partners.
• Represent NRC Sudan in cash working groups and advocate for market‑based programming in the humanitarian sector.

Required profile

• Minimum five years senior‑level experience in cash & market systems project implementation in humanitarian or recovery contexts.
• Advanced knowledge of market assessments, design and delivery of cash‑and‑voucher assistance programmes.
• Experience working in complex, volatile environments, preferably with high inflation.
• Fluency in English (written and verbal); Arabic proficiency is a strong asset.
