HMA Programme Manager

About the role

The HMA Programme Manager leads internal coordination and project management of DRC Sudan’s portfolio of HMA projects, covering both grant‑funded and commercial contracts. The role is responsible for financial and implementation management, ensuring projects are delivered on time, on budget, and in compliance with donor and organisational requirements while supporting fundraising activities.

Key responsibilities

• Provide non‑technical oversight of HMA projects, coordinating with the Operations Manager, Project Coordinator, IM Specialist, PDQ Specialist, TFMs and EORE PM.
• Support output reporting, database management and work‑planning in collaboration with the Operations Manager.
• Oversee finance functions, including budget preparation, revision, financial reporting and compliance with grant and contract terms.
• Ensure quality and timely internal and external reporting for all HMA projects, grants and commercial contracts.
• Assist in the development of project proposals and ensure coordination with grants, MEAL, finance and sector leads.
• Maintain compliance with internal grants management processes and prepare monthly grants review meetings.
• Manage contract budgets and financial tracking in DRC Dynamics, acting as Budget Holder for sub‑projects.
• Monitor budget forecasts to guarantee on‑target spending.
• Coordinate procurement plans and asset management with Supply Chain and Operations teams to ensure donor‑compliant processes.

Required profile

• Proven experience in programme or project management within a humanitarian or development context.
• Strong financial management, budgeting and reporting skills.
• Ability to work across multiple departments and with external partners.
• Knowledge of grant and commercial contract compliance, procurement and asset management.
• Excellent analytical abilities and attention to detail.
