Humanitarian Affairs Specialist (Access and Civil‑Military Coordination)

About the role

The Humanitarian Affairs Specialist (Access and Civil‑Military Coordination) will provide strategic leadership to UNICEF’s emergency team in Sudan. Working across the Country Office and Area Offices, the specialist will shape access strategies, strengthen capacity and ensure that children receive timely, coordinated assistance in hard‑to‑reach and constrained environments.

Key responsibilities

• Advise Country and Area Offices on humanitarian access and civil‑military coordination.
• Develop, implement and monitor access strategies and action plans.
• Strengthen the capacity of UNICEF staff and partner organisations through training and technical support.
• Support negotiations and coordination with government, non‑state actors, UN agencies and humanitarian partners.
• Provide timely access analysis to inform operational decision‑making.
• Identify and address constraints that limit the delivery of assistance and protection.

Required profile

• Advanced university degree in international relations, humanitarian affairs or a related field.
• Significant experience in humanitarian access, civil‑military coordination or emergency response, preferably in complex settings.
• Demonstrated ability to work with government, non‑state actors and UN partners.
• Strong analytical, negotiation and stakeholder‑engagement skills.
• Fluency in English; knowledge of Arabic is an asset.
