About the role
The Head of Programme Development leads the analysis, design and implementation of funding and programme strategies to support the Country Strategic Plan and humanitarian response in Sudan. Reporting to the Director of Programme Development and Quality, the role works closely with senior management, finance, awards and technical teams.
Key responsibilities
- Analyse the current award portfolio, funding pipeline and broader donor landscape to identify emerging trends and advise senior management.
- Design and implement a resource‑mobilisation strategy aligned with the Country Strategic Plan and thematic priorities.
- Collaborate with Awards and Finance teams to keep funding trackers and online award‑management systems up‑to‑date for accurate budgeting and forecasting.
- Ensure funding is directed toward strategic objectives, innovations and learning from previous projects.
- Develop, monitor and operationalise a comprehensive Programme Development Strategy endorsed by senior management.
- Maintain a system to track progress against strategy targets.
- Cultivate relationships with external stakeholders, donors and potential partners for large‑scale or strategic funding opportunities.
- Conduct donor research, keep donor contact information current and support coordinated donor engagement plans.
- Represent the Sudan Country Office at donor forums, workshops and conferences to identify new programme development opportunities.
Required profile
- Proven experience in programme development, strategic planning and donor engagement within the humanitarian or development sector.
- Strong analytical ability to assess funding trends and inform decision‑making.
- Excellent coordination skills to work with finance, awards and technical teams.
- Ability to build and maintain high‑level relationships with donors and partners.
- Senior‑level professional comfortable operating within a senior management team.
