About the role

The Director, Program Quality and Development leads CARE Sudan’s efforts to ensure high‑quality, evidence‑based programming while expanding resource mobilization and strategic partnerships. Reporting to the Country Director, this senior position shapes the locally‑led strategy, drives innovation, and guarantees compliance with CARE’s standards and humanitarian principles.

Key responsibilities

• Provide strategic leadership to strengthen program quality, technical excellence, and learning across the portfolio.
• Lead the design, monitoring, evaluation, and adaptation of programs to ensure they are evidence‑based, context‑responsive, and aligned with CARE’s mission and gender‑equality commitments.
• Drive resource mobilization, donor diversification, and private‑sector engagement to support sustainable growth.
• Promote accountability and continuous improvement through data‑driven decision‑making and partner feedback.
• Ensure compliance with institutional policies, donor requirements, and local regulations.

Required profile

• Extensive senior‑level experience in program quality, development, and humanitarian or development contexts.
• Proven track record in resource mobilization, donor diversification, and building strategic partnerships.
• Deep understanding of gender equality, resilience, and locally‑led development approaches.
• Strong leadership, communication, and stakeholder‑engagement skills.
