Deputy Representative Operations - UNICEF Sudan

About the role

UNICEF Sudan is recruiting a Deputy Representative Operations (D-1, fixed term, 3-year tour of duty) in Khartoum. The role is part of the senior management team and ensures that finance, supply and logistics, ICT, administration and other enabling functions are aligned, agile and optimized to deliver programme results in a large-scale emergency context following the April 2023 conflict.

Key responsibilities

• Act as Officer in Charge in the Representative's absence and lead the office, including inter-agency coordination on operations and duty of care
• Manage services in budget, financial management and reporting, facilities, administration, supply and logistics, and ICT
• Implement and monitor child, environment and social safeguards across programmes
• Support career development, succession planning and results-based management
• Support audits, advise on supply and logistics strategies and procurement, and oversee business transactions for fraud prevention
• Lead the Business Continuity Plan, Cash on Hand and Money Service Providers, and staff relocation and movement
• Lead operational hubs, agreements with authorities and the UNICEF representation in the Sudan IOMT

Required profile

• Advanced university degree (master's or above) in business management, financial management, accounting or related operations, or a valid professional accounting designation
• Minimum 13 years of progressive experience in operations management (budget, financial management, supply and logistics, ICT, HR)
• Previous experience in the development sector, UN system or international NGOs is an asset; experience in emergencies and large cash assistance programmes is desirable
• Hands-on strategic and managerial leadership experience is required
• Fluent English; knowledge of Arabic is an asset
