Monitoring & Evaluation Program Manager – Khartoum

About the role

The Monitoring & Evaluation (M&E) Program Manager will lead the design, implementation, data collection, analysis and reporting for the Sudan Emergency Assistance and Recovery Programme (SEARP) across urban and rural sectors. The role ensures that programme indicators are tracked, outcomes are measured, and donor requirements are met while fostering community participation.

Key responsibilities

• Develop and implement comprehensive M&E plans in collaboration with sector managers and field officers.
• Conduct regular field visits to ensure timely and accurate data collection from service delivery points.
• Analyze collected data, produce reports, and present findings to stakeholders.
• Coordinate with community structures to integrate participatory approaches into M&E activities.
• Identify and communicate potential challenges and project needs to supervisors promptly.
• Maintain a network within communities to anticipate issues and enable swift responses.
• Support recruitment, baseline surveys, and start‑up activities with local partners.
• Provide technical and managerial guidance to emergency project staff to improve programme quality.

Required profile

• Demonstrated experience in designing and managing M&E systems for humanitarian or development programmes.
• Strong understanding of donor reporting requirements and programme impact measurement.
• Ability to work closely with community‑based structures and ensure participatory monitoring.
• Excellent communication skills for reporting and stakeholder engagement.
