International Consultant for Accountability to Affected Populations (AAP)

About the role

UNICEF South Sudan is seeking an International Consultant to provide technical leadership and operational support for strengthening its Accountability to Affected Populations (AAP) systems and community feedback architecture. The role reports to the Chief Social and Behaviour Change (SBC) and works closely with programme sections, field offices, emergency teams and inter‑agency partners.

Key responsibilities

  • Lead the design, implementation and operationalisation of community feedback mechanisms in humanitarian settings.
  • Develop and update SOPs, frameworks, analytical reports and operational guidance for AAP.
  • Support inter‑agency coordination and multi‑sector collaboration on accountability and community engagement.
  • Provide technical advice to programme teams on social listening, feedback systems and adaptive programming.
  • Travel to field locations as required to assess and strengthen feedback architecture.

Required profile

  • Advanced university degree (Master’s or higher) in Social Sciences, Communication for Development, Public Health, Anthropology, International Development or related fields.
  • Minimum 8 years of progressively responsible experience in AAP, community engagement, RCCE, humanitarian programming or social accountability.
  • Proven experience establishing community feedback mechanisms in fragile or emergency contexts.
  • Fluency in English; knowledge of local languages is an asset.
  • Previous experience with UNICEF or other UN agencies is desirable.

  • Strong analytical and facilitation abilities.
  • Excellent report writing and communication skills.
  • Ability to work in multicultural, high‑pressure environments.
  • Understanding of humanitarian principles, AAP commitments and protection mainstreaming.
