HR Officer

About the role

The International Committee of the Red Cross (ICRC) is seeking an HR Officer to manage the full employee life‑cycle within a designated area of responsibility. Reporting to the Head of Sub‑Delegation, the role supports line managers and staff on recruitment, onboarding, performance, payroll, career development, diversity and well‑being, aligning HR actions with the ICRC People and Culture strategy.

Key responsibilities

• Administer recruitment processes, including internal and external sourcing, selection and onboarding.
• Manage contracts, payroll, benefits and employee records in compliance with ICRC policies.
• Provide HR advice and guidance to line managers on performance management, career planning and employee relations.
• Develop and implement HR projects and initiatives that promote diversity, equity, inclusion and staff well‑being.
• Support workforce planning, talent development and exit procedures.
• Ensure consistent application of staff‑management policies and act as the main point of contact for employees on site.

Required profile

• Demonstrated experience in HR administration and employee lifecycle management.
• Strong knowledge of recruitment, contract management, payroll and HR policies.
• Ability to act as a strategic partner and change agent for line managers.
• Excellent communication and interpersonal skills, with a commitment to the ICRC values of impact, collaboration, respect and compassion.
