Head of Programme Development

About the role

The Head of Programme Development leads strategic analysis and funding mobilisation for the Sudan Country Office. Reporting to the Director of Programme Development and Quality, the role works closely with senior management, finance, awards, and technical teams to ensure the organisation remains competitive and aligned with donor priorities.

Key responsibilities

• Analyse past and current award portfolios and the broader Sudan funding landscape to advise senior management on emerging donor trends.
• Design and implement a resource mobilisation strategy that supports the Country Strategic Plan, humanitarian response plans, and thematic priorities.
• Collaborate with Awards and Finance teams to keep funding trackers and award management systems up‑to‑date for accurate budgeting and forecasting.
• Ensure funding is directed toward strategic objectives, innovations, and learning‑based programme development.
• Maintain a comprehensive, senior‑management‑endorsed Programme Development Strategy aligned with the Country Strategic Plan.
• Monitor progress against strategy targets and report on gaps and barriers.
• Build and nurture relationships with donors, external partners, and potential joint‑venture collaborators.
• Represent the office at donor forums, workshops, and conferences to identify new programme opportunities.

Required profile

• Proven experience in programme development, strategic planning, and donor engagement within the humanitarian or development sector.
• Strong analytical skills with the ability to translate funding data into actionable insights.
• Excellent communication and relationship‑building abilities with senior stakeholders and donors.
• Ability to lead cross‑functional teams and drive implementation of strategic initiatives.
