Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the monitoring and evaluation framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role will contribute to strengthening cooperation between Africa and the European Union in the space sector.

Key responsibilities

• Design and operationalise a comprehensive MEL framework for a donor‑funded, multi‑partner programme.
• Develop indicators, baselines, data‑collection protocols and evidence‑consolidation processes.
• Conduct impact assessments and provide actionable learning insights.
• Support policy dialogue, knowledge exchange and private‑sector engagement through evidence‑based reporting.
• Collaborate with EU programme managers and African partners to ensure alignment with project objectives.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring, evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Excellent command of English; working knowledge of French and/or Portuguese is an asset.
• Experience with EU‑funded programmes and work in Africa is a plus.
