GBV Capacity Building Endline Survey Consultant

About the role

The United Nations Population Fund (UNFPA) is seeking a consultant to design and implement an end‑line evaluation survey for its gender‑based violence (GBV) capacity‑building programme in humanitarian settings. The consultant will assess the extent to which the programme achieved its intended outcomes, including improvements in institutional and individual capacity and the application of knowledge.

Key responsibilities

• Review all relevant programme documents, such as capacity‑building strategies, training packages, pre/post‑test results, monitoring reports and attendance records.
• Design the end‑line survey methodology, tools and data‑collection plan in line with UNFPA standards.
• Conduct field data collection with Women‑Led Organizations, GBV service providers and humanitarian workers who participated in the capacity‑development activities.
• Analyse quantitative and qualitative data to measure changes in knowledge, skills, attitudes, confidence and application of learning.
• Prepare a comprehensive report with findings, lessons learned and recommendations for programme improvement, donor accountability and future investments.
• Coordinate closely with the GBV Programme Specialist, the GBV Programme team and Monitoring & Evaluation personnel.

Required profile

• Proven experience designing and conducting end‑line or impact evaluations in GBV or humanitarian contexts.
• Familiarity with capacity‑building initiatives for Women‑Led Organizations and GBV service providers.
• Ability to work under the supervision of the GBV Programme Specialist and collaborate with multi‑disciplinary teams.
• Strong analytical mindset and capacity to translate findings into actionable recommendations.
