Project Director – World Bank Health Project

About the role

The International Rescue Committee (IRC) seeks a senior Project Director to lead a World Bank‑funded health and nutrition programme in Sudan. The role provides strategic, technical and fiduciary leadership for a three‑year project aimed at restoring essential public health services.

Key responsibilities

• Lead overall project implementation, ensuring alignment with the World Bank results framework, procurement, financial and environmental/social safeguard requirements.
• Serve as the primary liaison with the Sudan Ministry of Health PMU, World Bank task team, UN agencies, donors and implementing partners.
• Oversee adaptive management, including restructuring proposals, component reallocations and work‑plan revisions.
• Manage the senior project team, conduct performance reviews and resolve HR issues in line with national labour law and World Bank ESS2.

Required profile

• Medical degree (MD) or advanced degree in public health, health policy or health systems management (Master’s or Doctorate preferred).
• Minimum 12 years of progressive experience in international health, with at least 7 years in senior leadership roles in fragile, conflict‑affected contexts.
• Proven experience managing multi‑component health programmes of US$15M+ and delivering on time and on budget.

Required skills

• Implementation of World Bank Investment Project Financing (IPF) projects.
• Knowledge of World Bank Procurement Regulations, Financial Management Guidelines and Environmental and Social Framework (ESF) requirements.
• Fluency in English (Arabic preferred).
