Senior Health Technical Lead – World Bank Project

About the role

The International Rescue Committee is seeking a Senior Health Technical Lead to provide technical leadership for a World Bank‑funded health and nutrition project in Sudan. The role will ensure that service delivery is technically sound, aligned with national strategies, and meets World Bank requirements.

Key responsibilities

• Provide technical leadership and quality assurance across primary health care, hospital services, nutrition programming, disease management, and health information systems.
• Lead facility readiness assessments, infection prevention and control (IPC) protocols, and climate‑resilient WASH improvements.
• Oversee nutrition programming (CMAM/IYCF) and evidence generation, and support health workforce strengthening and referral pathways.
• Provide guidance on DHIS2, EWARS, HMIS, disease surveillance, outbreak preparedness, digital health, and supply‑chain/pharmaceutical management.
• Represent the IRC‑led consortium in health, nutrition and WASH clusters, liaising with WHO, UNICEF, and Ministry of Health bodies.
• Ensure compliance with World Bank Operational Policy 7.30, procurement regulations, and environmental and social safeguards.
• Support the phased handover of SHARE I sites into SHARE II and contribute to sustainability and exit planning.
• Provide technical inputs for project reporting and capacity‑building for MoH and local partners.

Required profile

• Medical degree (MD/MBBS) or advanced public‑health degree.
• 10–15 years progressive experience in health systems strengthening, primary health care and hospital service delivery, preferably in Sudan or similar fragile contexts.
• Technical expertise in health and nutrition areas including PHC/hospital delivery, CMAM/IYCF, communicable and non‑communicable disease management, SRH/GBV, mental health, disease surveillance and health information systems.
• Experience on large World Bank‑financed health and nutrition projects and familiarity with health cluster coordination.
• Proven experience working with Ministry of Health structures and health‑sector coordination mechanisms.
• Strong data analysis, facility assessment (HeRAMS) and technical report writing skills.
• Fluency in English (Arabic strongly preferred) and ability to travel to insecure, hard‑to‑reach locations.
